I think it’s asking what role do social institutions (ex: schools, prisons, family, government, etc.) play in drug abuse. Like, are they the cause/problem, do they try to prevent it, what’s the effect on them

I now its the Comprehensive Drug Abuse Prevention and Control Act of 1970, but what is the actual law number? How can I find the actual text of the bill on a governmental site?
Ok so I just found the actual text. But can anyone direct me to where I may find the legislative history?

No marijuana was actually banned in the 1920 along with alcohol they just never lifted it when they lifted the ban on alcohol and then didn’t try to enforce it until the 60’s.

Addiction is an illness. Narcotics abuse is an illness. Logically, the purchasing, possession and abuse of a drug by an addict is as much of a health concern as it is a legal one.

Narcotics abuse is undoubtedly a more emotionally complicated crime than other nonviolent offenses such as theft and vandalism, but early attempts to curb abuse lacked the necessary breadth to get addicts clean. Incarceration is not an effective method of freeing drug users from the substances on which they depend.

Can a doc turn his patient in for alcohol or drug abuse to the police or social services?

No. It is their job to diagnose you and to treat you in any way possible. It is a good thing to mention to your doctor if you had recently consumed or used any form of alcohol or drug to help with diagnosis, but they legally cannot turn you in as it is part of their doctor-patient confidentiality guidelines.
