first go to the local pd and find out their position, planing dept to find out their position, and then if you aren’t discouraged, start currying favor with the council. you will get a lot of nimby knee jerk reactions.

Because most don’t treat the root cause of addiction, which is usually some form of abuse or neglect. Til you deal with that trigger, the addiction(s) will always be an issue. imo
